After months of relentless effort to develop the project’s conceptual framework, I decided to present it in a more formal setting. As a first step, I submitted the proposal to the provincial branch of the Academic Center for Education, Culture, and Research (Jahad-e Daneshgahi) and simultaneously enrolled in a specialized entrepreneurship course.

Participation in this course marked the beginning of a new path for me—a path that gained recognition when I was selected as one of the top participants at the National Entrepreneurship Festival in Tabriz, which gave the project both legitimacy and momentum.

Alongside this success, we moved to legally establish a company to advance our digital initiatives. On June 6th of that year, my brother and one of his close friends joined the team, and we officially registered Padidavaran Mobtaker Engineering & Technology Company—a milestone that marked the first tangible step toward realizing Shahr Online.

From the outset, I emphasized intellectual independence and creativity. I did not want our project to follow conventional solutions or be absorbed into traditional structures. Above all, protecting the intellectual ownership of the project was a red line for me. Shahr Online needed to grow and mature as an independent idea—not as part of an existing system, but as a nascent concept intended to take root within the city itself. At the same time, it was essential to ensure the integration and alignment of services across various government agencies.
